Chung Chi Cheung V.

The King.

We beg to report that we have this morning received

a letter from the Appellant's London Solicitors enclosing copy

of a letter from the Solicitors in Hong Kong acting on the

Appellant's behalf, and they have asked us to communicate

with your Department thereon.

2.

They ask that, in the event of the appeal being

dismissed by the Judicial Committee the question of the Appellant's reprieve should be very carefully considered by

the Governor of Hong Kong on the following grounds, namely:

that there was clearly some element of insanity in the case; that the prisoner was arrested on the 26th March 1937, convicted and sentenced to death on the 24th August 1937 and

has since been detained in the condemned cell of the Hong Kong Prisons and has accordingly suffered very great mental

anguish for many months. They further point out that the

Appellant has, perhaps unknowingly, been the cause of an

interesting and important point of international jurisdiction

being raised before the Supreme Appeal Court.

The Under Secretary of State.
